What to measure:
▶️ Better (Quality): failure demand
▶️ Value (via OKRs): value is unique
▶️ Sooner (time to value and learning): lead time, flow efficiency
▶️ Safer (agile not fragile, mandatory controls): breaches of mandatory controls
▶️ Happier (customers & colleagues): e.g. NPS, eNPS

These are a balanced set of outcomes, which helps to avoid the law of unintended consequences.
Across 'our business', not just in IT.
Each of them, apart from Value, can be aggregated up to org level or disaggregated down to team level.
If there is no data feedback loop, goodwill will run out after 12m to 18m.
If there is no data feedback loop, there can be no improvement.
